What is Risk Reduction?

Risk reduction, or risk minimization, refers to a range of intentional practices and strategies aimed at reducing the harmful effects of various behaviors, both legal and illegal.

It recognizes that while some behaviors may carry risks, providing education, resources, and support can help individuals make safer choices.

Risk reduction is rooted in dignity, respect, and a non-judgmental approach to individual circumstances.

Why Risk Reduction Matters

Risk reduction is a proven public health strategy that benefits individuals and communities by:

  • Preventing drug-related deaths

  • Increasing access to healthcare and support services

  • Reducing the risk of overdose, infections, and chronic diseases (HIV, hepatitis, etc.)
  • Lowering rates of infectious diseases
  • Building trust and encouraging individuals to seek help when needed
  • Treating individuals with dignity and respect
  • Providing necessary services and connections to long-term recovery

Risk Reduction Strategies We Use

Naloxone (Narcan): Overdose Prevention

What is Naloxone?

Naloxone, also known as Narcan, is a life-saving medication used to reverse opioid overdoses. It works by blocking opioid effects in the body, quickly restoring normal breathing.

How It Works

  • Effective for opioid overdoses (e.g., heroin, fentanyl, oxycodone)
  • Administered via nasal spray
  • Works within 2–3 minutes
  • May require multiple doses in severe cases
  • Lasts about 2 hours — medical care still needed

Franklin County Syringe Exchange

Franklin County Syringe Exchange (FCSE) is a Maine CDC-certified syringe services program operated by MaineHealth’s Healthy Community Coalition of Greater Franklin County. FCSE offers free, confidential risk reduction services for adults who use drugs, including a 1:1 syringe exchange model, safe syringe disposal, safer use supplies, naloxone and overdose prevention education, HIV and Hepatitis C testing support, safer sex supplies, and referrals to local health care, recovery, and community resources.

FCSE follows Maine CDC requirements and applicable Maine law for syringe services programs. Services are voluntary, respectful, nonjudgmental, and available across our sites, including the HCC main office in Farmington and Mobile Health Unit sites in Strong and Livermore Falls.
